The CEOs of Twitter, Facebook and Google face another grilling in front of Congress on Wednesday, with GOP senators expected to make the case for stripping long-standing legal protections for internet companies.

The Senate Commerce Committee has summoned Twitter CEO Jack Dorsey, Facebook’s Mark Zuckerberg and Google’s Sundar Pichai to testify for a hearing Wednesday. The executives agreed to appear remotely after being threatened with subpoenas.

WASHINGTON (Reuters) – The chief executives of three large tech companies will defend a law protecting internet companies before a Senate panel on Wednesday – a topic that has split U.S. lawmakers on ways to hold Big Tech accountable for how they moderate content on their platforms.

Facebook Inc’s FB.O Mark Zuckerberg, Twitter Inc’s TWTR.N Jack Dorsey and Google’s GOOGL.O Sundar Pichai will tell the committee chaired by Republican Senator Roger Wicker that Section 230 of the Communications Decency Act – which protects companies from liability over content posted by users – is crucial to free expression on the internet.

Twitter’s Dorsey will warn the committee that eroding the foundation of Section 230 could significantly hurt how people communicate online. Zuckerberg will say tech platforms are likely to censor more to avoid legal risks if Section 230 is repealed.

Big tech companies will be scrutinized by both lawmakers and shareholders this week, when three chief executives are set to testify before Congress and a slew of companies report their third-quarter earnings.
Facebook CEO Mark Zuckerberg, Twitter CEO Jack Dorsey, and Google CEO Sundar Pichai will face a Senate panel Wednesday as lawmakers push to repeal or rewrite the legal protections that they say shield tech giants from accountability, frequently referred to as Section 230.
Then on Thursday, those three companies will report their third-quarter earnings — along with fellow tech giants Apple and Amazon — and show whether their businesses have kept the momentum that led them to exceed expectations earlier in the year.

Report released by Sen. Maria Cantwell slams Google and Facebook for decimating local news outlets

“Unfair, deceptive, and abusive practices” by tech giants Google and Facebook have suffocated local news outlets, contributing to a critical deficit of trustworthy local journalism, according to a new minority report from the Senate Commerce Committee released by ranking member Sen. Maria Cantwell, D-Wash.

The report, echoing a landmark antitrust suit filed last week against Google by the Justice Department, concludes that Google and Facebook have used their sheer heft to dominate the digital advertising market, to the detriment of local media outlets and an informed public.

“These trillion-dollar companies scrape local news content and data for their own sites and leverage their market dominance to force local news to accept little to nothing for their intellectual property,” the report claims. “There is a clear need for Congress to address the market failures created by the search and social-media platforms.”

Antitrust investigations, however necessary, are slow, Cantwell notes. Even if the Federal Trade Commission, Department of Justice, or state attorneys general take action to mitigate the harms Google and Facebook cause to local journalism, the change might come too late. Congress, she suggests, should take steps more quickly.

So what to do?

First, the report suggests, Congress should act immediately to provide additional COVID-19 relief to individuals and institutions, including making local newspapers, radio, and television outlets eligible for support. A COVID relief bill would help stanch the immediate bleeding: in journalism as in many sectors, COVID-19 took what was a building crisis and made it a catastrophe. The Poynter Institute has kept a running list of layoffs, furloughs, and closures in print, broadcast, and digital media this year, and the numbers are ugly.

Facebook CEO Mark Zuckerberg is planning to ask Congress to reform the law that shields technology companies like his from liability for what users post on their platforms.

According to prepared testimony for a hearing Wednesday before the Senate Commerce Committee, Zuckerberg said the growing debate about the law, Section 230 of the Communications Decency Act, “shows that people of all political persuasions are unhappy with the status quo.”

“People want to know that companies are taking responsibility for combating harmful content – especially illegal activity – on their platforms. They want to know that when platforms remove content, they are doing so fairly and transparently. And they want to make sure that platforms are held accountable,” Zuckerberg’s testimony reads.

The law, known as Section 230, shields internet companies from liability for content posted by their users. Both Republicans and Democrats have targeted the law as the social networks crack down on misinformation and other content. Republicans allege the tech firms censor conservative speech and therefore shouldn’t have the protections. The companies have repeatedly denied the allegations. Democrats say the companies aren’t doing enough to curb the spread of misinformation and hate speech.

Facebook said it took down three small, separate networks using fake accounts to try to mislead people on its social media sites, including at least one account sowing misinformation about the election.

Two of the networks were targeting audiences in the United States, and one fake account was trying to convince people of unsubstantiated claims that voting systems have been compromised.

Facebook took down the three networks under its “coordinated inauthentic behavior” policy, which removes fake accounts that work together to try to mislead people about who they are and their intentions. The company used the same policy this summer to take down a network of more than 100 pages and accounts affiliated with felon and former Republican operative Roger Stone.

Facebook Derails Deception Campaign Ahead Of US Election

Facebook on Tuesday said it derailed a fledgling deception campaign aimed at the US that was trying to gain momentum ahead of the presidential election next week.

The effort orchestrated from Mexico posted in English and Spanish on topics including racial injustice; feminism and the environment, using a small bit of content posted in the past by the Russian Internet Research Agency.

Facebook did not link the campaign to Russia, saying it had so far only traced control to unspecified people in Mexico.

The network began creating accounts in April, hiding identities and intent of those involved, according to Facebook head of security integrity Nathaniel Gleicher.

It had only grown to two Facebook Pages and 22 Instagram accounts, according to Facebook.

Those managing accounts or pages used in the “coordinate inauthentic behavior” campaign claimed to work for what appears to be a fictitious Polish firm.
